Commentary:

WTI pricing has increased by $5.01 or 5.5% while Brent crude has risen $3.96 or 4% over the past two weeks.  Despite same, refined product wholesale pricing has remained relatively stable with either increased or at least stable inventories, and stagnant demand has kept a lid on both wholesale and retail pricing.
