IN THE MATTER of an application by Maritime Electric Company, Limited for approval of proposed amendments to its rates.

Notice of Application

TAKE NOTICE that Maritime Electric Company, Limited (“Maritime Electric” or the “Company”) has applied to the Island Regulatory and Appeals Commission (the “Commission”) for approval of proposed amendments to its rates, tolls, and charges.

In summary, the Company seeks Commission approval of:

  • an increase of 1.8% in basic rates, beginning April 1, 2008;

  • the phase-out of the current multi-block energy rate structure for residential customers.

The current and proposed rates of Maritime Electric are subject to an energy cost adjustment mechanism (ECAM). The ECAM, which has been in effect since 2004, reflects changing energy input costs to the Company and is included in customers’ bills. Based on current and projected world energy market prices, the application states that each customer class will experience varying levels of increases in monthly bills depending upon actual energy usage. The following sample increases, which include both the proposed 1.8% increase in basic rates and changes in monthly energy input costs recovered through the ECAM, are provided based on current cost estimates:

HOW TO COMMENT AND ASK QUESTIONS

Any person wishing to comment on the application can do so by writing to the Commission at the address below. In order to be considered, comments must be received by December 31, 2007. Persons wishing to pose questions to Maritime Electric on the application may do so by filing their questions, in writing, with the Company on or before November 16, 2007. Questions posed to Maritime Electric must be answered by the Company, in writing, on or before December 7, 2007. Copies of both written questions and written answers must be copied to, or filed with, the Commission not later than December 31, 2007 in order to be considered.

Dates for a public hearing into the application will be announced in January, 2008. Any person who files written comments with the Commission in accordance with the filing instructions above should also indicate his or her intention to participate in the public hearing.
