Approval of 2016 Rates, Tolls and Charges for
Electrical Service

TAKE NOTICE that Maritime Electric Company, Limited ("Maritime Electric") has filed an application for changes to rates, toll and charges to be effective March 1, 2016. This is Commission Docket #UE20942.

BACKGROUND

Since March 1, 2011, electricity rates on PEI were legislated under the Electric Power Act as part of the PEI Energy Accord between the Government of P.E.I. and Maritime Electric. The PEI Energy Accord legislated rates expire February 29, 2016.  

Maritime Electric is applying for this rate increase under Section 20 of the Electric Power Act (R.S.P.E.I. 1988, Cap. E-4).

DETAILS

Maritime Electric is requesting an adjustment to electricity rates that would result in an increase of 2.5%, or $2.82/month, for a typical rural residential customer using 650kWh of electricity monthly. Customers using more or less electricity monthly will experience increases at different rates proportional to their monthly consumption. The application proposes changes to the electricity tariff structure. 

This application incorporates the recommendations from Maritime Electric of previously filed applications for 2016 Capital Budget, 2014 Depreciation Study and 2015-2020 Demand Side Management Plan. These applications are presently under review by the Commission. 

The application proposes a return on Average Rate Base of 7.64%, with a proposed range of 7.56% to 7.72%.

HOW TO COMMENT AND ASK QUESTIONS

Any person wishing to comment on the filing must do so by writing to the Commission at the address below. In order to be considered, written comments must be received by the Commission by Friday, December 4, 2015. Persons wishing to pose questions to Maritime Electric on the filing may do so by sending their questions, in writing, to Maritime Electric on or before Friday, November 13, 2015. All questions filed must be copied to the Commission. Maritime Electric must provide written responses to questions on or before Wednesday, November 25, 2015. All responses must be copied to the Commission. 

All questions posed and comments provided related to this application will be made public on the Commission website at www.irac.pe.ca.

A public hearing will only be held if the Commission determines a hearing is necessary. If there is a public hearing, a Notice of Hearing will be published. Otherwise, the Commission will finalize its review in the form of a written Order. All Orders issued in this matter will be posted on the Commission’s website at www.irac.pe.ca.
