UPON the filing
by the Town of Summerside (the "Town") of its proposed Tariff submitted pursuant
to Order No. UE93-1 issued herein on January 21, 1993;
AND UPON it
appearing to the Commission that the said Tariff is consistent with the findings contained
in Order UE93-1, and is not unreasonable or unjustly discriminatory;
IT IS ORDERED THAT
1. The General Tariff appended to, and forming part of,
this Order is approved and declared effective on February 1, 1993 and shall remain in
effect until otherwise ordered by the Commission; and,
2. The Town shall include a Commission approved bill
insert that sets forth the changes in customers' bills resulting from this Order in the
Town's next available billing cycle.

THIS TARIFF SPECIFIES THE RATES AND
CHARGES
APPLICABLE TO SERVICES PROVIDED
BY THE TOWN OF SUMMERSIDE ELECTRIC
DEPARTMENT
TO RURAL CUSTOMERS
RULES AND REGULATIONS GOVERNING THE TYPES
OF SERVICES AND MANNER IN WHICH SUCH
SERVICES ARE PROVIDED ARE CONTAINED IN THE
PRINCE EDWARD ISLAND ELECTRIC UTILITIES

RURAL DIVISION
ENERGY COST ADJUSTMENT MECHANISM (E.C.A.M.)
APPLICATION: The following adjustment shall apply to
all schedules of rates applicable to the sale of energy by the Town of Summerside Electric
Department, Rural Division.
COMPUTATION: The energy charge under all applicable
rates to rural customers will be subject to a rate adjustment when the composite cost of
power and energy purchased from Maritime Electric Company, Limited varies above or below
the base cost of $0.0683 per kilowatt hour. Such variance will be multiplied by a factor
of 1.05370 to arrive at the adjustment.
To determine customer energy charges, add the adjustment
directly to the schedule of basic energy rates to the nearest 1/100 mill. The resulting
change in basic rates shall be applied to all meter readings commencing one month after
the increase or decrease in the base cost.
RURAL DIVISION
RATES FOR RURAL AREAS
Rates for rural areas served by the Town of Summerside
Electric Department shall include the Dekker branch of the St. Eleanors east line and the
Craswell branch of the Summerside west line, in addition to all that area of land situated
between the corporate limits of the Town of Summerside and the following defined area,
including both sides of all roads, streets or highways forming part of the area, bounded
and described as follows:
Commencing at St. Eleanors Corner; thence running eastwardly
along the road leading to Travellers Rest, sometimes known as the Old Town Road, to
Travellers Rest Corner; thence running southwardly along the highway leading to Reads
Corner, and in a line in continuation thereof to the shore of Bedeque Bay; thence
following the various courses of the present shore of Bedeque Bay and appurtenances
thereto, westwardly to the east boundary of the property now or formally owned by John R.
Robertson, said point being approximately 79 feet on an azimuth of 191 degrees 32 feet 35
inches from point 3125 having coordinates E 289831.938 feet N 387747.730 feet; thence
north 11 degrees 32 feet 35 inches east a distance of approximately 3231 feet to point
2887 having coordinates E 290478.594 feet N 390913.935 feet; thence on an azimuth of 101
degrees 37 feet 17 inches for a distance of 264 feet to point 2886 having coordinates E
290737.182 feet N 390860.755 feet; thence eastwardly a distance of approximately 3879 feet
to a point 4189 having coordinates E 294584.220 feet N 390359.984 feet; thence eastwardly
along the north boundary of the old Rifle Range property to the point of intersection with
the Seaweed Road; thence along the Seaweed Road in a northerly direction to the Western
Road; and thence along the said Western Road in a northerly direction to the point of
commencement at St. Eleanors Corner.
RURAL DIVISION
RESIDENTIAL RATE
AVAILABILITY: The rate for residential service shall
apply to all electric energy used by the customer for domestic or household purposes,
including lighting, heating, cooking, refrigeration and power for ordinary small household
appliances. Service shall be rendered under this rate through one meter to each individual
apartment, each unit of a multiple dwelling, and the like. Two or more household units
shall not be connected together and served under this rate, and it shall not apply to
hotels, public buildings, public boarding houses, rooming houses, institutional
dormitories and the like. A farm may be considered a residential customer if it has an
occupied domestic residence and may be served through a single meter at this rate. Service
supplied at this rate shall be single phase to a maximum service entrance capacity of 200
amperes to each individual residence or household. Load requirements in excess of this
capacity shall be served under the General Service Rate.
Service Charge: $10.00 per month
Energy Charge: 8.987 cents per kilowatt hour.
Minimum Charge: The service charge per month.
E.C.A.M.: This rate is subject to the Energy Cost
Adjustment Mechanism.
RURAL DIVISION
GENERAL SERVICE RATE
AVAILABILITY: This rate shall apply to electric
energy used by customers not covered by other rate classifications. Where service to a
customer can be measured through a single meter and service will not be impaired by such a
grouping, single metering may be permitted.
A discount of $0.54 per kilowatt of monthly billing demand
is available to customers who choose to supply, install and maintain their own service
transformers. (Refer Article 4.13, Prince Edward Island Electric Utilities General Rules
and Regulations).
KVA/KW FACTOR: Customers served under this rate
metered in kilovolt amperes (kVa) shall have a factor of 0.85 applied to determine
kilowatts (kW) for billing.
A) Light, Heat and Power up to 3 Kilowatts Connected Load
Demand Charge: $4.80 per month per kilowatt of
connected load.
Energy Charge: 11.547 cents per kilowatt hour for the
first 200 kilowatt hours per month per kilowatt of connected load.
9.815 cents per kilowatt hour for all consumption over 200
kilowatt hours per month per kilowatt of connected load.
Minimum Charge: The demand charge per month.
B) Light, Heat and Power over 3 Kilowatts Connected Load
Demand Charge: $6.00 per month per kilowatt of
maximum demand.
OR
$2.70 per month per kilowatt of maximum demand when the load
falls in the off-peak classification.
Energy Charge: 11.150 cents per kilowatt hour for the
first 200 kilowatt hours per month per kilowatt of maximum demand.
9.477 cents per kilowatt hour for all consumption over 200
kilowatt hours per month per kilowatt of maximum demand.
Minimum Charge: 14.40 per month, or the demand
charge, whichever is the greater.
E.C.A.M.: This rate is subject to the Energy Cost
Adjustment Mechanism.
NOTE: Government Rebate not included in these rates.
RURAL DIVISION
LARGE GENERAL SERVICE RATE
AVAILABILITY: This rate shall apply to electric
energy used by customers located in areas capable of being served by the existing power
system who are served 12 months of the year and whose annual maximum demand is not less
than 50 kilowatts.
A discount of $0.54 per kilowatt of monthly billing demand
is available to customers who choose to supply, install and maintain their own service
transformers (Refer Article 4.13, Electric Utility General Regulations).
KVA/KW FACTOR: Customers served under this rate
metered in kilovolt amperes (kVa) shall have a factor of 0.85 applied to determine
kilowatts (kW) for billing.
Demand Charge: $6.00 per month per kilowatt of
billing demand when the load falls in the on-peak classification.
OR
$2.70 per month per kilowatt of billing demand when the load
falls in the off-peak classification.
Energy Charge: 10.993 cents per kilowatt hour for the
first 200 kilowatt hours per month per kilowatt of billing demand.
9.344 cents per kilowatt hour for all consumption over 200
kilowatt hours per month per kilowatt of billing demand.
Billing Demand: Billing demand will be the maximum
metered demand during the month, but not less than 50% of the maximum demand established
over the preceding eleven months.
E.C.A.M.: This rate is subject to the Energy Cost
Adjustment Mechanism.
NOTE: Government Rebate not included in these rates.
RURAL DIVISION
INDUSTRIAL RATE
AVAILABILITY: This rate shall apply to all electric
energy used by industry or business enterprises manufacturing, assembling or processing
raw material or goods and whose maximum annual demand is not less than 25 kW and shall
only be available to customers where existing power line facilities are capable of
providing this type of service. This rate shall apply for a minimum of four consecutive
months in any 12 month period.
A discount of $0.54 per kilowatt of monthly billing demand
is available to customers who choose to supply, install and maintain their own service
transformers (Refer Article 4.13, Prince Edward Island Electric Utilities General Rules
and Regulations).
KVA/KW FACTOR: Customers served under this rate
metered in kilovolt amperes (kVa) shall have a factor of 0.85 applied to determine
kilowatts (kW) for billing.
Demand Charge: $6.00 per month per kilowatt of
maximum demand when the load falls in the on-peak classification.
OR
$2.70 per month per kilowatt of maximum demand when the load
falls in the off-peak classification.
Energy Charge: 8.712 cents per kilowatt hour for the
first 200 kilowatt hours per month per kilowatt of maximum demand.
7.405 cents per kilowatt hour for all consumption over 200
kilowatt hours per month per kilowatt of maximum demand.
Billing Demand: Billing demand will be the maximum
metered demand during the month, but not less than 50% of the maximum demand established
over the preceding eleven months.
E.C.A.M.: This rate is subject to the Energy Cost
Adjustment Mechanism.
NOTE: Government Rebate not included in these rates.
RURAL DIVISION
EMERGENCY ALARM RATE
AVAILABILITY: This rate shall apply to electric
energy used by legally constituted fire fighting departments and the Government of Canada
Alert Warning System for the purpose of operating sirens.
INSTALLATION: All equipment installed for fire alarm
and alert warning systems shall be the responsibility of the departments concerned.
METERING: No energy metering device shall be used for
alarm equipment which falls within this rate. All energy for equipment other than sirens
will be metered.
Demand Charge: No charge
Energy Charge: No charge
RURAL DIVISION
UNMETERED RATE
AVAILABILITY: This rate shall apply to electric
energy used to supply certain prescribed classifications of service to customer-owned
devices which it is not considered practical to meter, such as area lighting, telephone
booths and traffic warning devices (it shall not apply to intersection traffic control
lights). It shall not be available on a premises already served by a metered service.
INSTALLATION AND
MAINTENANCE: All costs relative to installation and
maintenance shall be borne by the customer. The Utility may do installation and
maintenance upon the request of and at the expense of the customer.
METERING: No energy metering device shall be used to
serve customers which fall within this rate. The prescribed classifications will be
charged as follows:
Continuous Light Charge: $4.18 per month base charge
plus $6.08 per month per 100 watts of connected load.
Intermittent Light Charge: $4.18 per month base
charge plus $3.66 per month per 100 watts of connected load.
Minimum Charge: $4.18 per month with not less than
six monthly charges in any one year.
E.C.A.M.: This rate is subject to the Energy Cost
Adjustment Mechanism.
RURAL DIVISION
STREET AND AREA LIGHTING RATE
AVAILABILITY: This rate shall apply to electric
energy to be used by the customer for street lighting or area lighting service furnished
within the Rural Areas and shall be for all-night service every night on a schedule of
approximately 4,230 hours per year and shall include original installation of a unit on an
existing pole or building, with maintenance of lighting circuits, equipment and renewal of
lamps.
