Order

WHEREAS the Victoria Water Commission (the "Utility"), by application filed on July 30, 2004, applied to the Commission for an increase in its Tariff of rates and charges for water services, effective July 1, 2004;

AND WHEREAS the specifics of the proposed water rate increase are set out below:

Current Rate

Proposed Rate

Proportionate Annual Unit Rate:

$ 85.00

$ 140.00

AND WHEREAS following receipt of the said application, the Commission published a Notice of Application in the local newspaper inviting written comments on the Utility's proposal;

AND WHEREAS the Commission subsequently received no written submissions in response to its public Notice;

AND WHEREAS the Commission has considered the submission of the Utility and supporting operating and financial data;

AND WHEREAS the Commission has, based on a thorough analysis of the application, the Utility's audited financial statements and projected revenue and expenditure levels, concluded that:

  • higher costs associated with recent well upgrades, as well as elevated system operating costs, have increased the Utility's overall expenditures and result in the need for additional revenue.

AND WHEREAS  the Commission considers that an annual water rate of $140.00 per unit, effective with service provided on and after July 1, 2004, is necessary and equitable;

NOW THEREFORE, pursuant to the Island Regulatory and Appeals Commission Act and the Water and Sewerage Act;

IT IS ORDERED THAT

1.       the existing Tariff for water services of the Victoria Water Commission is revoked and the Tariff appended to, and forming part of, this Order is substituted therefore; and

2.       the  appended Tariff is approved and declared effective on July 1, 2004 and shall remain in effect until otherwise ordered by the Commission.
